Dasar penyusunannya adalah Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor: P.32/MenLHK/Setjen/Kum.1/3/2016 tanggal 18 April 2016 tentang Pengendalian Kebakaran Hutan dan Lahan dan juga Peraturan Direktur Jenderal Pengendalian Perubahan Iklim Nomor: P.12/PPI/SET/KUM.1/12/2020 tanggal 29 Desember 2020 Tentang Standar Operasional Prosedur Kegiatan Pengendalian Kebakaran Hutan dan Lahan. Hotspot (titik panas) tersebut memiliki tingkat kepercayaan: rendah/low (kode 7), sedang/medium (kode 8) dan tinggi/high (kode 9).
